Mystery Candy?
So I had 1 Mystery Candy in my inventory that said "Who knows what will happen?"

Ate it and that very same second, an Encryptid event showed up on the map. Coincidence, or was it actually the mystery candy that did that?

That sounds like those "Observant Radstag" encounters kind of. I have heard quite a few people say they lead you to a stash but so far none of them have for me.

Starting to wonder if maybe it's one of those inside joke run-around things.

Not a joke, observant radstags are a real thing. :) They are friendly albino radstags and if you follow them they lead you to a tree stump that has some useful items hidden inside. Nothing special for full level players but they do help new toons. Have found full combat armor sets etc from those. :)

I have seen them and tried to follow them, just they have never led me to anything. One just walked off a cliff once.

:D Yeah, they occasionally do that, has happened to me too. The tree stumps are a bit hard to notice but if you follow them until they stop and just stand around check all tree stumps near, you need to get quite close to stumps for the inventory menu to pop up.

No, it's living, friendly albino radstag named "Observant Radstag" and you just follow it until it stops near a tree stump. Unless it falls down a cliff and dies. :P
