It would show good faith in the player base. And it's not like giving away 500 atoms would cost them anything. If anything it would get players to look into the shop more and buy stuff.
However, 99% of all companies anywhere are highly obsessed with money and in particular profit.

Giving away 500 atoms would be incredible advertising. For instance... If I theoretically haven't played the game in months I would 100% log in for the free Atoms, and since I would be in the atom shop anyway to claim it, I would be like "wow there's some cool stuff here.." and possibly buy more atoms to get a bundle or most likely resub a month of fallout first.
It's a no brainier. It's called spend money to make money, but in their case the money they have to spend is fake and the money they will earn is real. They don't need to consult with marketing analysts, just ask any player. It's common sense.
Also I went and got a good look at the only surviving photos from right after the hiroshima blast. You would not wish that upon anyone. A school troop of young women were caught out in it. They looked like gouls with massive boils and melted feet while still alive. Pouring cooking oil on each other to soothe radiation burns and ears swollen into bulbs or completely burned off.
