Nvidia control panel-3D settings-select program tab and then Fallout 76- set your max frame rate.

ive tried these and i use to use rivia tuner to limit it so my second screen would play videos but now no matter what i do it just doesnt work and the second screen lags like crazy

I am not sure about Nvidia but when you use AMD's Freesync it will over ride the fps limits you set. Nvidia may have the same issue. Once I quit using Freesync in FO76 the fps limit I set worked fine.

Nvidia Control left tab then find this game there and go to limit FPS and PUT there max 110fps !! not More and game run smuthly after this move p.s. you dont need any other action of course depends on your build and changes what you doing before on your system(PC)

I don't know about multiple monitor setups but on Nvidia I use control panel to limit fps to 90 AND set Nvidia vsync to "fast". This on 60hz monitor works good.
