is the game subscription based or is the subscription optional, also what does it give? And is there offline raiding / can you lose any of your work / progress when you are offline?

It's really not hard to read the description of the game, but here we go:
-It's not subscription based. It's optional and gives you some things that aren't really that useful. Read the game page for the exact perks of it.
-There is no raiding in this game. Even if there was, when you're offline your base disappears with you.

I haven't played Fallout 76 since launch so i don't know if this is still valid; but PVP is optional and only starts if one player shoots another and the person being shot at returns fire (same with melee weapons).

There is no base raiding. Your stash is safe from looting from other players. your inventory in general is all server sided.

The game is very casual, there's no real pvp to speak of unless you go out of your way to find it. Even then, the worst you can lose is drop the junk you are carrying on death. You can't lose your ammo, gear, meds, etc, only junk resources. Everything of yours disappears when you log out so it can't be changed or interacted with by anybody else, but you can "lose progress" by things not saving. Quest progress does not save until you reach checkpoints, so if you leave while inside an instanced building or something, you may have to start that section over when you log back in. But once you get or finish something, it is there and done.

If that's what you meant, the game is online only, so even with a private server you still need to be connected to do anything

Allows you to 'host' a private world and invite friends (but if you leave and no one still playing has Fallout First they all get booted out after a bit).

Gives you a 'premium' stash box which holds as much as you want, while the default one is fairly limited.

A tent you can toss down that acts as a extra fast travel point and stash box location.

Atoms per month to use in the cash shop (1,650 atoms monthly)

'Ranger Armor' outfit like the fallout new vegas rangers.

some icons and emotes only available to premies.
