Also, I had to hide my desktop sticky notes because for some reason, it was messing up the game when attempting to launch it.
same problem here, i don´t have files because my game never launches
iPresentInterval=0 should be under fDefaultWorldFOV=105.0000 (this is the place where you find iPresentInterval normaly)
had this, too. it was possible to run the game, but then it wouldnt launch anymore on restart again.
turned out now it may be due to anti virus or similar software. it ran immediately again when i disabled it.

there are several different types of root issues for crashes on launch. you can try cleaning and reinstalling gpu drivers (in this case there may be issues with dual monitor configurations and color profiles, too), switch between borderless and fullscreen with the ini configuration files or try different modes of vsync by the nvidia control panel or editing the games ini files with iPresentInterval=1 (vsync on) or iPresentInterval=0 (vsync off)).
ipresentinterval will support vsync on up to 75hz or halv of rate for anything beyod (halved vsync). ultrawide monitor resolutions and fovs may also be set in the fallout76custom.ini file with fDefaultWorldFOV and fDefault1stPersonFOV and require additional manual configuration / editing.
Somewhere under [Display] "iPresentInterval=0" I have mine 43 lines under [Display]
try compatibility mode for windows 8, set run as administrator, disable full screen optimizations for compat. mode.

if it will still never launch on steam, there may be a possibility to install and run it from bethesda launcher.
I searched for a log, no luck. This is due the bad transparency in Windows 10 related to network issues and the lazy work from Bethesda.
PS:
Somehow I solved it, by using Validate and Repair from the Bethesda launcher.
After running it for about 15 minutes, it worked. Seems to have very volatile files.
PSPS:
Very funny, now it does not work again.
I haven't changed anything.
When it was working I restarted it twice, to see if I was just lucky.
