I know the Union PA is better but I am no where near the stamps to get all the pieces. Maybe soon.
I also carry a T-65 in my inventory but still improving the armor pieces.
Just for fun I am also collecting T-45 and T-51b.
I am level 458.
Edit: I want to mention one more thing about Hellcat armor, the available skins are minimal compared to the other popular power armors, at least in my experience.
I do have a soft spot for the X-01 and the blackbird skin. Really like the look of it with the red eyes when you turn the light on. If everything else was equal i would still be using it but Union and the built in effects are too good to pass up.
Got maybe 10 sets of all the different types just for being a bit of a collector. Including Strangler Heart and T-65.
But people recommended the Union Power armor, because it has posion resistance and while the more resistance you get from the T-65 looks nice, it actually does a very minor difference. Also, the more weight limit I get is nice. I have a base-weight-limit of 446 with it (in random group).
Short notice: For a very long time I had a bug where the Union Power Armor wouldn't show up in the crafting menu, this is why I didnt changed earlier. I also keep my T-65 in my stash, because I crafted it with all Parts +2 Int.

Mostly with PA players will use 2x calibrated shocks to increase carry weight. I see the +75lbs as being at least 1 calibrated shocks that frees up a leg mod. Carrying too much limits your ability to change things in the future, such as the upcoming Vulcan armour.
I use a kinetic leg mod as that increases your AP gain while moving. AP has different fill rates while moving, standing still and in/out of combat. The leg mod makes the moving and standing still rates the same.
Combined with a core assembly torso mod you get good AP regen that is mostly being used with the Dodgy perk. Sure, there are other ways to regen AP but I like the lazy no consumable approach.
The Excavator is another option as the +100lbs I see as needing no calibrated shocks. For them I use the kinetic and optimised servos for increased sprint time as I like a much more mobile game play.
