So depending on what the base damage is it may only be adding a very small amount of damage.
Base damage for a baton ranges from 15 (at level 5) to 40 (at level 45). Rank 1 Bloody Mess boosts base damage by 5%, which would be an increase of 0.75 damage (for a level 5 baton) to 2 (for a level 45 baton). Due to rounding, you may indeed only see a single point difference.
So yeah, it is pathetic. Bloody Mess is one of those things you only invest in if you have nothing else at all to fill out your build.
Speculation: Because confetti mess is a derivative of bloody mess I believe it is bugged to also increase damage despite not showing it. Whenever I end up with confetti mess mobs seem to explode much easier than without.
