Maybe the world didn't run out of oil and governments just told you it ran out in order to choke their opponents to death slowly.
edit: If you want go deeper consider that 99% of the weapons and machines in this game are analog and thus every bearing and joint would require lubrication like the tin man from the wizard of oz. Granted 25years isn't all that long for some industrial lubricants but most of the fallout world should be rusted shut and immobile without oil.
I'm afraid to ask where you're drilling.
And you don't get a whole lot of it. Finding enough oil to satisfy the needs of one post-apocalyptic survivor shouldn't be hard. Finding enough oil to satisfy the needs of a nation of millions (and a planet of billions) is just a little bit harder.
