The Recon Scout Armor is a set which make Steal OP from what I've read.
The Fixer is the best silenced weapon.
My main is a Stealth Sniper
Weird, haven't had any issues, have 7 stealthy toons. Some events disable sneak (like Jamboree, Neurological Warfare, Mothman Equinox etc) because Beth is too incompetent to figure out how to add challenge without disabling builds. :P
seriously. Chinese Stealth Armour. I stroll past mobs to get what i want in a place, then clock some in the head for whatever multiplier damage and normal mobs all fall over it's great. I even just walk up to them and point right their heads if they are in my way lol
(all stealth attack perks, Calmex, etc. with an Instigating Weapon (double damage first hit) and with the Chinese Armour you are always stealthed, even when moving. it all feels so great together)
Note that large mobs will require 'kiting' them around, stick-and-move tactics, shooting and not staying in one spot, or they will detect you (Edit: 'figure out where you are' - the game does pretty well with this actually now). Same with grouped mobs, pick them off one by one and don't stay in any spot after one shot at a time. Behemoth isn't too bad but Mirelurk Queen is still scary she can move so fast sometimes haha
In events, hide and pick off mobs, protect the team (like any sniper) keeping mobs off of those playing instruments or gathering or whatever the event needs, don't run into packs (of course), you can contribute in most events still but you'll never be 'the star of the show' standing in the middle with power armour and a melee weapon tanking some boss lol - and that's okay.
Oh - get Escape Artist Perk Card - if you are Spotted/Danger/Detected (in events or in the world) then stand up and then Crouch again, it 'resets' their detection down a notch and you can slink away and heal/shoot/etc (it works far less well in Events but does work)

Lol, have you played any game built on this game engine? Stealth is absurdly op, just put muffle and shadow on your armor. Add weapons like The Fixer and you're ace.
Are they powerful? It's relatively. On solo gameplay, unmatched. Events? Can do pretty well. Daily ops? Forget it since stealth on daily ops is nullified most of the time. Expedition? Pretty good.
Overall? It's up to you.
The escape artist perk removes this for jogging. To walk you can either hit a toggle, that I don't remember the key... or hold C.

Unyielding only has ~30 Agility by itself for Sneaking
CSA has +25 Sneak AND +25 Reduced Detection (= 50 right there)
CSA also has 1000 Radiation (HAZMAT anyone?) plus the HAZMAT 98% Radiation Reduction
CSA also has the 90% FALL DAMAGE reduction...
Edit: I forgot to add that
CSA is the ONLY ARMOUR IN THE GAME that allows you to use the Pip-Boy light and it not affect your Stealth or Detection (it is 'camouflaged' like the suit itself)... which is awesome
Unyielding is older armor capability, outclassed for Stealth (Edit: if you have 15 AGIL base, you have to walk through enemies to get them to go into CAUTION mode with Chinese Stealth Armour lol) - but i get that people worked so hard for the pieces in the past they are 'sticking with it'. It's great armour and gives some additional Legendary capabilities
Don't forget about the Chinese Stealth Armour, it is the only armour in the game that
- allows you to use the Pip-Boy light and not have it affect your Stealth
- makes you invisible on the Main Map (no 'dot' on the map). Chameleon also grants this ability but with Chameleon you have to stand perfectly still and cannot attack....where with the Chinese Stealth Armour you can do all of that, move, attack, anything; all while still be Stealthed and not appearing on the Map
For pure stealth, nothing beats the armour with it in the name...
