V63 Zweihaender plan

i just drop plan for it from Neurological Warfare but after learning it i can't craft it.. it will not appear in the crafting bench

If anything says "Blueprint" in the title it's a CAMP decoration.
If it says "Item name Unlocked from a weapon plan" then it should repeat what Weapon, Armor, or mod plan is learned.
Same goes for Legendary Plans and box mods.

it is a skin for another item i thought the same thing to at first.

You did not get a plan. That's wall decor. The only way to get the V63 Zweihander is to complete the quest.
