Legendary modules are over priced and 'free' from public events and expeditions. You can also buy them with tickets after level 150 on the season rewards.
Vault Steel is only if you want so so armour options. The other use will come next update and changes to the Junk Shield perk. Vault Steel counts as junk but won't drop on death (or so I've heard but can't confirm).
Random gear is useful to scrap for a chance at legendary mods/plans. You may even end up with direct upgrades to your current gear. It'll be a net loss, but that's what scrip is, a way to keep employees in debt to the company store...

The other choice is keeping something else light that won't drop on death
If you get an armor piece you don't want but has a good effect on it, use it as long as the defense is decent.
If you get a weapon that's NOT in the class your char's build is in scrap it at the script machine.
After 50 is where fine tuning one's build a gear generally start.
Even if there's one good effect, IMO, it's worth keeping as you can mod the other two.
If there are none, scrap for script, try get at a Legendary plan.box mod, or sell.
If you get two effects keep and change whichever one you don't want.
Most importantly, be patient and learn who has good prices vs those who like to "flex". Avoid the latter. 😂
