The queen drops it at 10% chance so its absurdly common, I've thrown more of these out after events that I can count

it's the kind of stuff players (inc. me) put inside the red player crates at F76 Shelter (or others) or drop at Whitespring mall.

i think i have every single power armor jetpack plan in my vendor and no one even buys them for some reason even for 500 caps so yeah if u want i can give u the ultracite jet for free
