Mouse Lag Or Stuck Indoors, You're Choice?
I recently started playing again, but was running into horrific mouse lag even with the lowest graphics settings. I found out this is caused by FO76's VSync and mouse acceleration.

I turned those off through my graphics card and I could play the game again! So exciting!

Then I went to the Overseer's house and noticed that a lot of the time I would have to walk in a tight little circle before the game would let me walk forward, either due to another bug or massive, invisible carpet strands.

Turns out the cause of that issue is having VSync off...

So it looks like I have to choose between an unresponsive mouse or an unresponsive character indoors... Anyone figure out how to have the best of both worlds and be able to move smoothly, indoors and out? I'm using an NVIDIA GeForce RTX 3070 Laptop GPU, if that's relevant.

Solved it! Imposing a manual frame rate max via the NVIDIA control panel let me turn VSync back on without experiencing horrific mouse lag. I've actually been able to set the graphics settings from as low as you can go back to ultra after doing that with no performance consequences.

It's back to the game I was playing a couple of years ago, except with more! Woohoo!

Yes having too high FPS when in indoor areas will cause issues. I have mine set to 120 FPS and i have never experienced it again.

Turns out both the Bethesda launcher and Steam versions use the same settings folder (C:\Users\(USERNAME)\Documents\My Games\Fallout 76).
Backup, delete, and that fixed mine. Here is the source I found.
