Fallout 76 takes place 2102.
Bethesda doesn't care about timelines, plus you can already get the Ranger outfit.
The Ranger outfit is pre war riot gear
The 76 version doesn't even feature the two headed bear
There are 4 separate armors in Fallout New Vegas that are literally the same outfit without the NCR insignia and were used pre war as riot gear for the United States 11th Armored Cavalry Division
It's pre war riot gear.
Store content is explicitly not canon.
Except the large "Ranger Armor" on it.
I am not Fallout fanboy but it's better than NCR that was founded 2196 in California.
And what is wrong with Pittsburgh? It fits time and location.
