As for the RR rifle being useless: lmao. Get a quad RR and an automatic receiver, set your perks up for VATS Commando and you can take on almost anything solo.

Sort of. It's the increased range that is important not the VATS accuracy rating (this is a badly made UI item as that accuracy value is for hip fire).
VATS hit chance is based on weapon range stat and character perception stat. A longer ranged weapon will have a higher hit % at the same distance and perception compared to a shorter range.
It also affects damage drop off so a longer ranged weapon will generally do more average damage over the course of a fight, if the fight is at range. For example vs. Scorchbeasts.
