Maybe, keep some perk points in case of errors or for an adjustment to your build (s) ... .
As of legendaries, I think it depends on what your setup. Upgrading them while seems fast, you got 6 slot for legendaries perk on level 300, and that's all as far as I know. I say even if you think you're setup, better had those perks prepared in case whichever your build.
You can spend that REAL quick on a new build.
Hold onto Perk Points until you figure out what you want to use for Legendary Perks. Also, while a lot of the Legendary Perks seem cool I'm of the opinion that the SPECIAL cards are hands down the best thing to use since they work all the time and with every single build.
