While there are few bad eggs overwhelming majority of players are super friendly and eager to help new players, pvp side of the game is mostly dead and there's very little griefing or anything like that.
In other words, it's a bit crappy game with nice community, if you can live with technical issues you will most likely have at least some fun goofing around.
After that, depending of your interest and the content you have choosen to play, it's the "grinding road". Alot of more gaming hours ... !!!
No worries about "bad" expereiences, you can server hop and join another server with new people when things don't go well. You will have to learn how to avoid those situations ... .
There's plenty of YT videos and some kind of helpfull wiki pages about Fallout 76, you must invest time in those to have a better comprehension of the game.
So, if you love the Fallout universe, I think Fallout 76 may become a good "addictive" past time ... !
I say yes. But only you can answer that. Go watch some gameplay videos and see if you like the look of it.
Screwing other players? -
If you mean forced PVP, that doesn't exist. You can turn optional PVP off and if someone attacks you for no reason they will get a bounty. Nobody can hurt or kill you with PVP off.
Since launch I've grouped maybe 15 times max.
I love solo and in Events I can do my own thing knowing how they work and still help without waiting on randos who might drop or screw everyone by killing 99% of things before anyone else can get the XP for them.

Yes and you can ignore all online interaction and it is the same as playing SOLO.
On sale it is an easy buy and at that price for the content beyond worth it.
So yes and I would ignore anyone telling you no there wrong.
Got back into it out of, ironically, sheer boredom and a free copy from Amazon when the tv show came out.
You can play the game like an SP game and its "decent" for the most part. You can do most things solo and I've done all the story stuff solo nbd. It's Fallout. It's quirky. If you did literally nothing else but play the questlines you'd be happy even full price and very very much so on sale.
Never had issues with other players. There is no ingame chat. Honestly people generally have been *really nice* and I've had folks randomly help me out or toss me things so that's pretty cool. You can disable pvp if you want so you're 100% out of it at that point.
My only gripe is the storage situation which I think is total ♥♥♥♥♥♥♥♥. I got sick of it quick but liked the game so sub'd Fallout 1st for a couple months and it got *better* but still ultimately the storage caps and daily caps for scrip/gold/caps etc is... not great. Not a deal breaker and I get why they do it but still. Meh. Big weekends I'd have inventory full of ♥♥♥♥ to break down to scrips and be waaaay over cap.
Daily Ops and Expeditions are ok. Small fun with friends if you can get a group together which usually you can. Events can be fun. Pop in to like the alien invasion or flavor-of-the-month with a ton of randos, kill bad guys and everyone gets loot just for showing up which is nice. Totally optional if you want to just solo around too but you do get rewarded for it.
TLDR: Yes. Even with my gripes. :)
Public events, expeditions and daily ops is the only time you'll met other players mostly. You can join them at your discretion, with said benefit (some of harder to get plans or weapons, some special currency from expedition).
Like others mention, there's no PvP literally unless you decide to fight back, pretty much no other players can harm you.
