HOW TO FIX LAGGY PIP BOY
EDIT!!: While this fix still works, something about eviction notice seems to trigger it again on some pcs, so if your pip boy freezes and stash box is lagging after this event, just do this again, i still got no clue why doing Eviction Notice lags everything over again

2ND EDIT: As stated by many people and proven by myself this might work for a couple of hours, and then the error will come back due to a possible memory leak, this has NOTHING to do with your computer or something wrong with your system or overheating, and isn't also a problem with having a weak computer as stated by people here before they have computer more than capable with running the game both good gpus and cpus if you were wondering about it, its just a problem with the game, please report it to bethesda and make discussions try to make this a problem that gets to bethesda's eyes!

POSSIBLE FINAL EDIT:
ANOTHER EASIER SOLUTION HAS BEEN FOUND AND IT IS EXPLAINED HERE!

If your stash/pip boy is laggy and freezes the game for upwards of 10 seconds these are the 2 solutions i found work

FIRST SOLUTION (EASIER, MORE EFFECTIVE)!

This solution was found by whiterspon his profile can be found on this very same thread!

Go to steam/steamapps/common/Fallout 76, right click fallout76.exe and click on properties, in the compatibilities tab, tick the box that says disable fullscreen optimizations, click on apply and you're set, this method was tested and during 3 entire days there hasn't been a single problem with the pip boy nor the stash box lagging, which was something the second solution couldn't achieve!

SECOND SOLUTION (ONLY IF FIRST SOLUTION DOESN'T WORK)

First step:
Delete all .ini files from Documents/My games/Fallout76 (if you got a fallout76custom.ini file you can make a backup)

Second step:
Delete EVERY FILE THAT IS NOT A FOLDER from your steam/steamapps/common/fallout76 what i mean by this is delete everything that is a file and .exe from this folder DO NOT DELETE ANY OF THE FOLDERS SUCH AS Bin64, Data, Locales, Mods

Third step:
Go into steam, Right click your fallout 76 game Click on properties and click on Verify Integrity of game files (This step might take a bit maybe around 5 minutes or more) Once it ends, this will esentially reinstall every regular file and .exe file you deleted, don't worry this will only take a couple of seconds!

Fourth step (THIS IS ONLY IF YOU HAD A FALLOUT76CUSTOM.INI FILE YOU BACKED OR ANY CHANGES TO THE FALLOUT76 AND FALLOUTPREF.INIS IF YOU DIDN'T HAD ANY OF THESE YOU CAN SKIP THIS PART):

Open fallout 76 and close it, then paste the fallout76custom.ini file back in documents/my games/fallout76 and change any values you had set up for your fallout76.ini and falloutprefs.ini back to how you had them!

And that should hopefully fix it!

It's been 2 hours of gameplay and so far no issues with the pip boy, and if any issues seem to arise again, i'm pretty sure doing this again should fix it!

Brother to be fair I was going nuts trying to fix this problem and your solution was the only one that worked

how i fixed the pip boy i cancelled my falloutfirst then i deleted the game problem solved ♥♥♥♥♥♥♥ 3 fps in the pip boy nice Bethesda very niceeeeeee

it actually worked. sort of.
the pip boy lag is gone. even after moving all old ini files back into the documents folder.

however i'm still getting 10 fps as soon as i access my stash, vendors, traders, containers or stuff like that.
why? whyyyyy? what is this ineptitude?!

imo do a reinstall, that also could help , forget any and all mods for even more help i guess

I can play things like me fighting 6 super-mutants at eviction notice OK but if I run out of ammo and try to open the pipboy to swap weapons the pb just hangs completely. So I have followed this guide and I hope it works.

edit - after trying this fix there is an improvement but the pipboy stuttering is still there. I played a fight in the pink forest in the bog between me, 4 supermutants, 4 glowing ghouls, and a few critters. My vampire fixer broke. Normally I wouldn't be able to swap guns and I'd just stand there pressing keys which would do nothing and I'd get killed. But I just managed to do it this time. So a partial success.

The game is on an 860 EVO SSD, so I might move it to the C drive which is an nvme ssd. And I'll try various ini / gpu options.

I noticed this as well during eviction notice, tried to drink a nuka cola to heal(i don't use stimpaks or radaway) and the game lagged to all hell. I almost died because i couldn't close the quickboy in PA

The Aktos Paradise event does the same thing. I ran out of 5mm ammo so needed to (1) switch from the Aid menu to Weapons (2) select the new weapon and (3) close the pipboy.

Trying to do each step with enemies nearby was nearly was impossible. More than half the key presses weren't recognised. Once I moved well away to a quiet spot it worked nearly normally.

If I can recall correctly, the problem didn't exist before the Holiday Scorched release. Or maybe it could be the Skyline Valley release as the "getting stuck in PA" bug seemed to return then.

Anyway from now on I plan to only use vampire weapons with a truckload of ammo so I don't have to use stimpaks.

Have you tried changing to QuickBoy? Just edit Fallout76Prefs.ini:

it lasted for that evening but the very next day it was f#cked again.

however i think i fixed it now.
what i did:
- move the three ini files to a backup folder for later reference but let fallout create fresh ones.
- months ago i already used the nvidia control panel to limit fallout76.exe to 100 fps due to that stupid bug that makes you unable to move at "very high" fps.
- now i also forced vsync off for fallout 76 in the control panel.

and since yesterday it just works.
pipboy works smooth or at least as smooth as you can expect it to work.
vendors, traders and stash box run at 80 instead of f#cking 10 fps.

how is that even possible?!

i'm slowly adding back in all my modified values from the ini files to see if i can identify the culprit. if there is one. maybe i screwed myself but the clues could very well point towards a guy named todd.

This does not fix it, the menu will still lag ~5-10 seconds even with this option. I'm trying the method OP suggested (basically reinstalling the game by verifying game files) to see if it works. Will report back.
