For example, if you have your SPECIAL and perk cards set up to give you 15 strength, does equipment that adds +2 strength give you 17 strength as far as the under the hood stat handling goes. melee damage, carry weight, etc.
And even if I'm misunderstanding what OP means, that is still a question that I have, myself :D
The more common use of them is to set your special to something lower and then use the legendary perk to give you +5 so you can free up perk points to use elsewhere in another special with the punch card machine. The game does not do this for you. You need to check and work out what base amount + legendary you need in each special for your build.
EDIT: Forgot to say don't use legendary Charisma. Thanks for the reminder Prussian_Dude. The extra points from legendary charisma DO NOT count for perk sharing. If you want more charisma for perk sharing then use a different legendary special and move the points over with the perk card machine.
While you can go over for, Lets Say Legendary Strength, you can only Equip 15 points of perk cards, after that its just like a armor bonus, and you could use those extra 5 points for another Special. Same for Intelligence, just an Experience bonus, after level 15, you cant equip any more cards.
But, that is up to you, on what you want to do.
Sadly the limit stays at 15, still way better than those other one.
