Help all that glitters bug?

I've defeated the robots in the atrim but can't open the last door the wiki reads: Radcliff will go up to the Overseer's office to unlock access to the secure wing of the Vault, but in my game-play Radcliff just stands top of the stars like a ♥♥♥♥♥♥ help?

Restart your game fully. Usually fixes any bugged quests

I server hopped and had to redo the last part. Radcliff finally went into the Overseers office and opened the door.

Try running upstairs and kill the two radroaches in the back room of the Overseer's room before killing the last robot and turret in the Atrium. I think the bug may be that Radcliff thinks the Atrium is not fully cleared but the rest of the game does.
