One thing that I can't confirm but think works is you should always clear the entire area, don't just race through looking for Holiday Scorched. Causing more respawns produces more Holiday Scorched. Just taking out the holiday ones will result in less showing up over the long term. Clear the area, move to another, clear it, then another and another. Then circle back to where you started. You should be able to get the timing right so your previous areas are respawned when you get back there. Plan a path that works it's way around the map and go hunting

Lol - I get the OOC reasons why it's a revolving holiday, but interestingly enough Christmas plays a role in FO76 lore - Charleston being flooded on Christmas, so you can actually argue in a bunch of scorched randomly running around in seasonal gear from a nerd-lore standpoint, especially with all the kooky things they already babble.
Edit: Just imagine, that horribly mutated pseudogymnoascus destructans has taken hold - skin is blistering and peeling off, and he's babbling "he is real. He IS REAL" as he wanders off to slip on a Santa costume to spread some good ole' irradiated holiday infection.
Cordyceps is delicious nightmare fuel.
The Holiday Scorched only spawn outside in the WORLD, going into a loading screen location will not spawn them.
