First has no bearing on anything. Just check both vendors in Watoga every server you land on and you may get lucky.
Just yesterday I found the Aligned Flamer barrel mod at Phoenix.
Not on whether it spawns or not no, but there is an EPG mod spawned there's only a single copy yes? So you're effectively competing with every other person who joins the server for that lone mod box, if it spawns at all. Doesn't having 1st mean you can just keep making private worlds?

An hour or so to play/kill
Details:
Log into Private server on Char #1
Visit both Watoga Vendors looking for mods with "Enclave" in the name
Open the main menu and select Quit
Change characters
Select Play and then your Private Server
Visit both Watoga Vendors looking for mods with "Enclave" in the name
Open the main menu and select Quit
Go back to Step 4
Notes:
You MUST use at least 3 characters, any less and it doesn't work.
You don't log into a public server in between characters.
Only log into a public server to reset/rebuild your private server in the situation where either you have found the flamer mod or you haven't found any Enclave mods in 30 to 40 minutes.
Basically, you only do this to rebuild the server and reset the pools.
I have found enclave mods at both traders at pleasant valley sky lodge also on the shelf in the lodge and on the back trail several times

Not entirely correct.
Vendors have two pools of items they sell from.
Pool 1). A set of random and not random items.
Pool 2). Items that other players have sold them.
When a character interacts with the vendor for the first time, it pulls fro pool 1 to stock the shelves. They then add to that, items that other players have sold to the vendor.
Long story short. I have had 3 characters interact with the Watoga vendors. Character 1 did not see a EPG mod. Character 2, saw and did not buy an EPG mod. Character 3, did not see an EPG mod. Character 2 logs back in and buys the mod.
Do dropped connection event whenever you see it. Can get randomly modded plasma guns, I have gotten a few sniper+scope stabilized guns.
b) it's easier to try to get a modded rifle from 1 of the "enclave" labeled events (I got about 15 flamer and tons of other variants so far) and then roll them legendary
c) some players sell and or trade the mods
I have quite a few Enclave mods even the most rarest like the flamer barrel. I can hook you up with some good Enclave mods for a good price ofc.
Just check them 2 times a day and do minimal 5 server hops.
