Your question has been answered but also:
The game gives you a pack of cards periodically. Some of those cards might not be of any use to you.
You also get to pick your own cards so after a while you might own cards you don't want or need.
At some stage you will most probably be scrapping cards to get perk coins which you can spend on upgrading or changing legendary cards in the legendary card slots that progressively become available.
If you are like me you might scrap the wrong card and have to level up a few times to get it back.
You might have your cards set for fighting but when you go to the shops you might swap cards to get better prices then swap back.
Same for repairing weapons and armour and crafting things, you might keep some cards to be able to fix things good, make more durable armour, make double chems and etc. and when finished reapply your owned fighting and surviving cards.
Don't be like me and forget to change back all the time.
This rarely comes up but if you're like me and experiment with builds it would be really great to take a perk that can go up to level 5 and have one at level 3 or 4 for one build and one at level 2 for another. This isn't possible. When you upgrade perks it automatically makes one of your selection your highest perk and you can't change it.
Unless your using, Different Legendary perks. "Ammo Factory" only good when making ammo. "Master Infiltrator" is only good when Hacking, or Lock-picking.
I just, now take off my Level 3 Tank killer, for Lock Picking Perk cards. Or my Level 3 "Demolitions Expert"/"Stabilized" for the Hacking Perk Cards. I'm thinking of taking another, Legendary Perk Card, but I guess, I will try after Legendary Crafting gets redone.
But, some Perk Cards, either had different levels at one time, or you could have an animated perk card, and non-animated one. So, Click X for inspect, and see if the card can be upgraded, and to how many stars. You can up grade some, cards to level 5.
But do you have the Level of Special slot left to use it?
Are you trying to share, Perk cards?
Do you have the natural Level of Charisma, to share it?
Its every 3 levels of Charisma, one star of perk card can be shared. So 5 star card, of which there are not many, would need 15 Charisma.

You don't upgrade them as they are one star each. You equip them all for level 3 locks or two of them for level 2 locks.
You could scrap one of the normal picklock cards and get a perk coin that you can eventually spend.
