IMO if u need modules just make a group of expedition runners and run the boardwalk or flooded city ones over and over(both VERY spammable and u can get them down to 3-5min runs each if u get good at it) - join a group and once the link is 100% on all 4 people, switch to casual for int bonus to maximize xp gain. (Will cap out at 20k per run, double that if double event is happening, plus any kills in the quest itself)
Currently the only 'limiter' is against ppl trying to farm out a decent set of v94 armor (solar/thorn) - for everyone else, a couple runs of any expedition = another attempt at your godroll!
But I'd hold off going too crazy right now, save up some scrip. With the proposed changes on the PTS at the moment scrip will be highly useful for modules and extra gear to scrap.
It's probably some months off but the other change was modules had doubled in price to 100 scrip, so hoarding a stockpile now could be worth it (good work BGS allowing the pickaxe bug and exploiters to remain...).
At the very least I'd say hold 1000 scrip minimum for 10 modules (or 10 modules directly) as that's the cost to add an effect.
The update is probably not going to see the light of day for a while though as it has some serious design flaws. But considering it now can save you from feeling too bad later.

But…anyway, they’re random lengendaries, just like you get from any other drop or even roll.
