keep an eye out for eviction notice as it rewards rep points
any dialog that can pass on the reward will give a little more rep too
if you do a google for Fallout 76 reputations you will find a wiki that explains what quests give rep and how much ect ect
In addition to the Settler daily quests, one Raider daily quest has an option to get some reputation for the Settlers as well.
That one Refuge daily quest is random, so you have to do all the others as well, until this one comes up.
These random encounters only trigger in a fixed list of locations.
A very good spot is 'Slocum's Joe' east of the Wayward.
This is the only event that grants Settler reputation.
According to DuchessFlame it grants +250 (same as Moonshine Jamboree for the Raiders).
Since events are not limited to once per day like daily quests, or one-time occurances like main missions, farming them is the fastest way since you can server hop until you find another one.

i had a lot of random encounters in moonshiner's shack south of vault 76 as well.
However, those encounters are either settler reputation increase or that the settlers give you some food.
