"Complete an event while wearing a costume" not again pls

So whenever i get this crap and try to complete it, nothing counts.
I cant reroll atm anymore because for some unknown reason i didnt get my 2 free resets last night. Not sure why.

So question is, what the ♥♥♥♥ counts as "costume" and must i do it outside or inside a power armor?
Seriously some of these challenges need a ♥♥♥♥♥♥♥♥ description and conditions to complete it.

Outside of Power Armor ofcurse, you dont wear anything inside the Power Armor but your undies.
And then something like the Clown outfit should work.

Check your inventory or craft at the armor workbench what you need ... .

After wearing it, you cannot see your regular armor, so it must works ... .

Considering i did that with the quest to kill a wendigo, which didnt work i have doubts it will work on the challenge.

Yes, and even tho i am in one and outside the power armor i can never complete it. I kill him, the quest disappears from the spot i was in and thats it. When i get in pipboy, i can still see the quest but it wont point me anywhere. So i tried to find a wendigo on my own a few times but that didnt do ♥♥♥♥ as well. But its just a side/daily quest so who cares.

Yes, many people pointed out to this link in other discussions, but the problem is still there. Even tho some of those things are costumes, they dont work for the challenge. Not all of them, but some of them and i really dont have time trying them all out. I mean hell i dont even have that many of them. The most reliable thing i can do is to use one of them fasnacht masks.
