"Regent of the dead" bugged? (SPOILERS)

Hi! I cant seem to finish the regent of the dead questline, due to unknown reasons. Last step was talking to Concerta Lombardi, and i agreed to join her side, or talk to Fabio Mondadori about finding a middle-way. That was the last time the mission updated itself, and now i got absolutely zero quest markers. When i speak to Fabio i can only inform him that ive decided to switch sides and go against him. But whenver i choose this option, or any of the other options leading me to go against Fabio, they all become hostile except Fabio is unhittable. When ive killed of his henchmen he goes back to being neutral - trying to then speak to him and tell him to f-off will leave no result.
So then i thought i could kill Concerta - except she has decided to leave the state or something, as she is nowhere to be found.
I tried contacting Bethesda, and all they could assist with was "have you tried leaving and coming back?", so absolutely no help from them... They cant deactivate, cancel, finish or do anything about my active quest.

I honestly would not care if not for the fact that i recieve 1 vial of devil blood, 1 damn 1KG book and a worthless paper every time i log in, so i have to regularly remove these from the inventory. I know its just an inconvenience, but it has become so annoying im considering scrapping a lvl 300 character.

Anyone have any qlue as to what i can do? Ive even tried "resetting" the quest by going back to step 1 and follow every guide ive found online. Tried running around the entire Atlantic City looking for Concerta, tried switching servers, playing another character and jumping back. The ONLY thing i have yet to try is join someones group, and follow the leader through their questline - although i have trouble seeing how this should solve anything - i also lack the "friend" in question which lacks that excact quest.
