You can live off air in this game just fine.
To be honest though, when I started I was allergic to rads. I went out of my way to avoid carrying any of them at all. I still play full health builds, but I don’t worry about small amounts of rads.
I have spent points and cards on foods, drinks, etcétera...

Yes, crops have rads, almost all food has some but there are few exceptions. I recommend joining Scorched Earths when they pop up, you should get Decontamination Shower plans as a reward. It's a bit expensive to build though since it requires stable fluxes but you get those as rewards from higher tier events.
Yes, it can be ignored. However, if you reach a point to where keeping food and water on you doesn't feel like a chore (and it usually does), staying fed and hydrated will give you buffs such as increased AP regen. There's also a perk card in endurance that boosts these buffs. I usually don't bother with them outside staying hydrated for the AP regen as well as specific food buffs like cranberry relish (experience bonus) and brain fungus soup/brain bombs (for intelligence/exp buff).
Build water purifiers for purified water (no radiation). You can also see about getting the vintage water cooler plan which don't require any nearby bodies of water.
in terms of the carry weight thing a small thing that can help is to use your constant supply of rads to your advantage and put on radicool for a free 5 strength (25 carry weight). If you are always fighting with healing rads, just be a bloodied build, use radicool and unyielding armor and get a bunch more carry weight and more damage from being bloody
