Explosive gives a 20% second hit of damage (up to 32%) but
Weapon speed = 100 damage x 1.25 = 120 damage + crits 1/4th more frequently which are massive damage
Explosive = 100 damage x .2 = 100 shot + 20 shot (32 with perk)
So on paper
Weapon speed gives 125 and explosive gives 120(132)
BUT since resistances need to be factored
Weapon speed gives 1.25 damage over what you would otherwise have
Explosive gives 3-5% over what you would otherwise have (and less vs big bosses)
The ONLY times explosive is superior to faster fire rate are
1 - Quad Explosive Railway... explosive changes the projectile type and makes this a broken gun
2 - Two Shot Explosive heavy weapon tagging guns - you won't put out much damage but you will hit everything in an event
3 - PvP "The Dragon" where you can't get weapon speed, but explosive gives you an additional 440 - 550 damage vs players if you vats head crit shot (880 to 1100)
since i use TSE handmade rifle for some event like radiation rumble
Because it is more fun.
As the speed of the weapon doesn't affect the AP drain (outside of auto/aligned mods), having a higher fire rate will drain the same AP in less time.
It's a balance only you can answer based on your AP 'downtime' due to magazine size and reload.
