The card unlocks at level 3.

Level up, pick card, slot card into your build. It's under "Luck",

Pharma Farma-perk is under Luck and available from level 3 forward. When you have a level up open a perk menu and choose the perk.

thx guyz, i just got it. somehow i could not replace it at whitehouse, but at my camp i could replace it
