at 50 you have legendary perk system and no longer get atribute points.
What do players do after they hit level 32,767 to get perk cards, or do they have them all by that point?
There is no actual level cap, just a limit on what the coding of the game can handle. In Fallout 4, that was at 65,535. The game would crash after that as it couldn't handle the number. There is likewise some limitation for Fallout 76. Its probably the same number.
Edit: Though the wiki does say 32,767. So there may be an actual cap placed on the level.
By that time, they have no need for any new perk cards. Heck they have most likely not actually collected cards for multi-thousand levels.
Plus the amount scrapped perk cards it takes to max out every legendary perk.
That's way, way below you hit any integer limit.
You will be required to level up to get perk card packs and pick cards.
