At least as far as I could tell back when the datamines were available the lack of using variables makes this kind of thing a massive task.
A table would have to be made for every star combination you want to keep. That leads to a lot of chances for something to go wrong.
What we have now is simple because the game rolls once each time (3 tables for 1,2 or 3 *). It isn't ideal as time to success is between one and infinity, but it works.
This was how they were going to ORIGINALLY do legendary crafting (just at a MUCH higher cost)
they then went well in just 3 months players can get equipment they want, that isn't enough grind
lets make it random... 12+ years yes that is good for weapons and armour? 32+ years yes yes
