I highly doubt that. Although I'm not a PVP type of player, I ocasionally played Nuclear Winter and it was fun. I think Bethesda's general direction is to make super boring, super easy and soulless games for "modern audience" like Starfield. Somehow Battle royale doesn't fit in that plan. I think in the Woke World it has become "offensive" to kill another player in the game. Not only that, but for example in Starfield this main NPC Sarah Morgan even scolds you if you steal some small thing. In a videogame.

It was unbalanced, and not many people actually participated in the 'battle' of the Battle Royale mode. Not many people actually joined to participate and those who did would often hide in bushes and try to last. Also didn't help that the progression for it was so low that it was a complete slog to get the rewards. Even way before the announcement to remove it, I didn't see much players in the actual game to show off the 100 rank PA skin.

OP was one of the people flying around in the sky and one shotting people across the map and through walls. Thats literally the only reason somebody could ever want the failed experiment known as Nuclear Winter back.

ooh but then why did the devs not just keep it in and ignore it?

The thing is, it still takes resources for maintainance. So it makes sense.

Which is a bummer cuz i liked it myself. Oh well, it did had some cheaters in it. So it kind of deserved to die.
