Servers are full.
Full of low levels out of the starter zone, not having visible camps, not appearing at events, etc.
Give it a few weeks for the rush to subside so people are leveled up, a bit more experienced with how everything works hopefully, and more mixed medium to high to very high level players come on the same servers again.
Edit: Once is fine and happens, but now I'm starting to get irritated.

I should have thought of this. I have prime real estate down at the base of 76's mountain too. Guess I should take advantage of it!
Plus, when any player is doing an Expedition or DO they don't show on the map then either.
Yes, this is (part of) the problem. 50% of the population is constantly fluctuating and that number is greater than the previous peak player count.
Each server only holds 24 players, but it reserves slots for people who had teamed up (you can actually get 32 players per server via team invites).
If someone was on a team but left the server it reserves that spot so they can rejoin the team. If enough people do this it can result in an under populated server.
It may not be intentional either as the game is crash prone. As a courtesy players should get used to leaving teams before they log off.
