I personally think any of the weight reduction perks that have alternative means are a waste of perk points.
No, it doesn't make sense. Its still the same exact shotgun you had before. Making yourself stronger won't make your shotgun do more damage. Unless you are swinging it as a club. At least with Rifleman, Commando, and Archer being Perception, you could argue its improving your aim and you can better hit more vital spots. But Strength being the score for shotguns does not make sense.
It's a round about way to make the game more like the older games. In the older games some weapons had a minimum strength to use.
Here they allow you to use any weapon at any special stat. Having strength cards boost damage is instead of a hard lock out. You still need strength to 'use' the weapon effectively, but now it's a sliding scale.
