Really, you need to know what you even want and what to do with it for all three questions to make sense to you.

These things have a chance to spawn, not a guarantee to spawn. I just went there and had to switch server once to see it. "Switch server" means quit to main menu, wait 10 seconds, and go back in.
Plans of anything good are generally not easily found, for both low and high level players, because the game wants you to work (or pay) for them. At early levels, you are better off looting enemies' weapons, scrapping them to unlock mods, and modding the weapons. Same for armor too.
Some vendors sell plans, but not every plan is available all the time, and they are expensive.
Giuseppe at Whitespring Refuge sells Auto Axe (plan for the weapon, and plans for the mods), one of the best melee weapons in the game. But it is expensive -- it costs a lot of "stamps," a currency you have to grind to earn.
The Encryptid event has a chance to reward the Fixer plan, one of the best combat rifles in the game. But you have to play the event multiple times to have a chance of getting it. And starting the event ain't easy.
The Nuka World On Tour events reward several nice weapons like Western Spirit and Whacker Smacker, but not their plans.
Some of the great weapons require "gold bullions" and maximum "faction reputation" to purchase, and they involve a great amount of grinding.
Adding legendary effects to your weapons also requires grinding and an expensive currency called legendary modules.
And then there is the season pass, where occasionally plans are available. The current season offers a "Cremator", which is an actual plan of a grenade-launcher type weapon.
If you are low level, forget about plans for a moment, because just getting the weapons and mods themselves ain't that easy and require work. Anyone who say it's easy have probably played the game for so long that they have conveniently forgotten how tough everything is. This is an MMO, not a single-player game. Everything is tougher and more punishing than it is in Fallout 4.
