Lots of weights (scrapping into lead) and a crafting station in the same building.
Note that you will get a timeout when you looted a bunch of lead items and will need to either wait 20 hours (?) or loot other garbage to clean out your loot record (no idea if that is even still a thing) for them to respawn for you.
For the long haul, what AbsynthMinded said about Excavator armor and Lucky Hole mine - you'd also need acid and access to a chemistry station to refine the ore, and you can also craft gunpowder from cloth + acid, but I guess gunpowder is easy enough to loot from the world and bodies en masse, as is steel scrap.
Flatwoods, Charlston Firehouse, hornwright estate, Eastern penitentiary are good locations.
Remember the way looting works. Outside of the 24 hr item respawn time each character has a 250(?) item list that you need to loot through in order to get the character reset. Meaning goto world loot the gyms + number of items to get 250+ then goto a new world. Items should appear (if not a another player might have just looted)
another lazy way is to convert all excess steel scrap into railwayrifle ammo .. then use ammo converter and trade in railway rifle ammo for 5.56.. easy peasy :) u get steel scrap a lot anyway.

Your right. I had the same experience with ammo trouble when i first started a few years ago, now its much easier granted you have a optimized build, which i seem to not have now that my gun is 17 levels too low lol.
The Ammo Converter is, was and will always be 'A Joke'. It is the least efficient way to manage Ammo.
