HUD Quest tracker missing - No mods used

I have not played in months and started up again and am having an issue with my HUD not displaying my selected quests in the top right of my screen. I tried to search on this issue, but I keep seeing it is a conflict with mods, but I am not using any mods. I have tried switching a bunch of settings on and off, selecting and changing quests, verifying game files, and restarting many times.

I can't figure out what is causing this issue. Anyone else have this or solved it?
