charisma 3 lv perk of bargain is a must.
screws are one of harder items to get if you'r not in end game , those drop from yao guai and wendigo , boss fight in mononga mine (if i recall corectly) with Earl give you tons off those.
for armor and weapon repairs there are 2 ways , luck based perks while using them and int based for up to 200% repair value.
agility have white knight perk to keep condition of armor for longer while int have one responsible for weapon endurance.
inteligence give more max durability to item while crafting while luck let you get items in better condition on drop.
as for direction , it's up to you , those quest have lvl set up from top but don't give super rewards , and items scale up to player lvl while given.
depending on plan , some are in crates , boxes , safes , some vendor only , use Wikipedia for that one.
event's tend to have better plans.
fusion cores are hard to find , generators , vendors , player vendors. can be crafted at chemical station if you have items required , it dosn't matter that much , once you get amo factory or ask some one to sell you those are cheap as corn.
lvl up , petk cards have minimum lvl required.
1. Repair cost is the same whether you are at 99% durability or completely broken. At 27, I would just pick up a new weapon. Long term, learn what material items scrap into and what types of scrap you use the most. You'll just pick up those items as you play.
2. Nope. I would do the Garrahan HQ quest to craft Excavator Power Armor though.

3. Player Vendors can have a bunch for dirt cheap.
4. Power Armor still works with 0%. You just can't run/fast travel/whatever. Fusion Generators occasionally have partial charged cores. Player vendors have them and they sneak into your inventory whenever you get a Laser Gatling Gun (crafted or event reward).
