Did you read what the "next gen" updates were for consoles?
https://bethesda.net/en/article/4s2bXQEbpcrsdCZhUYLHAi/fallout-4-is-getting-free-updates
Still won't stop Bethesda from needlessly "updating" Fallout 4 and breaking F4SE once again just so the PC version can get......*drum roll*....ultrawide support and bug fixes. Whoopie.
They are smart to improve their more popular game.
I mean, Bethesda literally ruined peoples hopes of playing London soon because they HAD to update the game with their silly little addition.

At the very least when they made Skyrim next-gen it was a whole separate product, going from 32-bit to 64-bit, so those who weren't ready to make the jump could still enjoy the 32-bit version while the modding community would gradually update to 64.
But Fallout 4 was already 64-bit on release, so the excuse this time is even more dumb. This "next-gen" update isn't even close to that level, not even on the console. By all means go ahead and update the console versions because they might actually benefit more at the risk of breaking mods, but not PC.
