Crossplay between xbox players and Steam players
a xbox player can play with a steam player???

well... TECHNICALLY there is i believe xbox pc gamepass i believe can play with xbox

Console players only play with like consoles. PC players only play with other pc players. The specific launcher you use on pc does not matter. You will play together.

the only cross play there is is between Microsoft Store/Xbox app (PC), Bethesda Launcher and Steam, so basically - no.

edit: turns out there is no bethesda launcher anymore and i'm silly

They had crossplay on the public test server awhile back. Was some girl dev there playing on xbox.

Don't think they do crossplay because of cheaters on pc. It doesn't happened often with cheating players, but it happens sometimes. Mostly guys that want to destroy the game creates cheats for it. Those that play it don't want to use cheats, because they risking getting perma banned on a character they might put tousands of hours into.
