Play it through, because that's a personal question. If you think you love it or it has longevity just noodling around your own way - building camps, RPing, playing with friend groups, joining community groups, or the savage grind - then invest some more money into it.

So far my son collects power armor frames and ammo.

My son got this game for me in 2018.
So we could play together from our homes. (not lan)
He lasted 3 months...
Went back to Destiny.
I since have bought the game 3 times.
Gave 1 as a gift to my assistant's son.
The game has been like a slutty girlfriend.

The raider questline is better written, the foundation seems to be written by another person. Alot more intresting characters in the raider questline.
The new BOS questline is also bad. Maybe because its not the brotherhood of steel 200 years later.
But most players are not playing this game for the quests anyways since when they are finished they can't be done again. Its like 20 hours of their gametimes when they have maybe put tousands of hours into the game.
Build stuff, collect recipes for more "lego pieces" for your base.
It all boils down to have fun on your own way and taking break from game until next content drop comes, i did enjoy the launch and npc update of the game until i took long break and installed it back because of that Fallout tv show sparked my interest again, instead going back to my 140lvl character i made new one to see what´s new and plan new build for my fallout dweller.
The story and quests are kinda messed up because all are available at the start, but takes between different years, like at beginning of the game we didnt have any npc for "lore reasons" and now different factions started settling up in the area between updates.
So there is kinda right order for to do em and see how world has evolved.
Atlantic City expeditions were added not too long ago, which are three instanced areas with repeatable multi-step missions. The Pitt expeditions were added awhile before that, the BoS quest lines and world map sites were added some time before that and the Foundation Settlers / Crater Raiders.
The content drops usually add some quest lines or activities and may come with some world map changes. Some of them have included new weapon/armor types and server events.
Try taking a trip to see the sights in Fo76. It can take awhile to actually explore the map. After that, I'd agree with the long-term interest concerns. The game is mostly a grind for equipment and a search for a repeatable loop through the map that will both keep your inventory stocked and you entertained.
It's a good game, just understand that you need to find your fun along the way. The 'end game' bosses are sort of just DPS checks to make sure you learned your lessons along the way. Surviving in the wasteland off dog food and cola while carving my bloody way with a double bladed flaming chainsaw and wearing an unfinished power armor frame is some of the best fun I've had in fallout.

Regarding the cross platform stuff, this is, unfortunately normal for almost every game, for a long while, that the games can't be played together between steam/pc and console. I'm not entirely sure on the why, but it's so common that being able to be cross platform is an advertised feature if it's a thing.
Sounds like you should buy a PC for your son.
And if it's about controllers vs mouse and typing, I've been playing fallout 76 with a controller and it's feels like I'm playing on a console.
