Also I'm pretty sure almost every single player has edited the ini in some way. They would have to ban basically the entire playerbase if they suddenly took issue with it.
Part of this rumor if not a great majority is my fault. I apologize, OP. At the time that I mentioned it we had a couple known hackers unnecessarily requesting computer specs when "offering help" and privately guiding users with similar "help". There was no legitimate way to protect those users so the mild-misinformation was meant for them to protect themselves.
There should be a guide or two for doing this correctly in the Steam guides section.
The vast vast majority of players do not need mods or edits to files in order to play. If you get a ban and come here for sympathy or help, expect to be Mocked without Mercy.
The vast vast majority on PC deactivated V-sync in the settings file because it can brake performance. The EULA is just theoretical but you won't get banned if you change something in a settings file. Never heard that somebody got banned for this and it will never happen as long you only touch setting.ini files.
And if there is someone who says he got banned and just edited the settings file, then he lies and did something else.

If a player gets banned its because of some suspicious mods, cheats or anything else which touched main files.
I doubt that players get banned for changing settings in the ini. Theoretically its possible but thats the case in many games.
I mean, most of the player base would be banned if they actually ban you for that. So the answer is, he is safe.
If he gets banned, he did something else.
In the end I do not disagree.. Everyone needs to be warned because no one reads the friggin EULA. The steps and options deemed safe are not explicitly safe, and could lead one to the next thing and the next thing and so on, and then banned.
Im trying to be the good guy not an A Hole. I personally approve through the principals of Liberty and Freedom, that any of us ought to be able to do anything we want to our software installs.. But the EULA says there's risks, and we should all be aware of the risks.
its just bad when its expected supermassive " dark pictures" is also bad for it with their pc ports.
