Enemies can still be lower level than you or higher level and you can still find lower or higher levelled weapons. Some regions of the map the lowest level of enemy there will be much higher than you if you are still well under Lv 50. Enemies go to 100 while players stop getting more special points at 50 and weapons/armour stop at 45 and 50. You keep "levelling up" your character through other areas like more perks cards, legendary effects and mutations and legendary perks.
Not everything you find or loot will be perfectly matched to your level. You can only use weapons and armour that are the same or lower than your own level. If you do events and get a legendary weapon or armour reward it will always be correct for your current level.
You already have some crafting plans by default but you can find or buy more plans for crafting weapons and armour yourself. This way you can make the highest level item equal to or lower than own level so you can always have the best version of that item.
Honestly when you are below lv 50 it is not recommended to worry too much about your gear. Once you are past level 50 items you get with mods and legendary effects are things you can keep as they are the best they can get. Items under level 50 you won't be keeping later on.
