Just standard clipping as I mentioned can have it fall through the floor or appear high in the sky - forever unreachable. That's least likely though.
Most likely it spawned on a higher or lower level if you're in an interior or have a tree above you - same for camps.
If you put it on a camp item it might move to the edge of your camp.
And knowing bethesda, they won't help with Quest Exclusive Reward Items, only Atom Shop stuff.
I think the best advice is to use an in world container to transfer the item, like a suitcase, as insert food here wrote. But if you do try to drop an item, don't jump, but take PotatoBasket's advice and slowly shimmy until you can see your loot bag..

Don´t bother with anything else. Don´t use lootable containers, those can bug aswell and someone could snatch it if you don´t pay attention. Dunno why people even suggest that when there is a much safer way.
Always take note if you have someone shadowing you; most of us have good intentions, like keeping you alive, but 76ers are a Free People and all..
