When can I buy from the Enclave? [SPOILERS]

I was under the impression, from everything I've read online, that once I completed Bunker Buster and gain access to the Enclave Bunker I would be able to purchase plans there but that's not the case. Instead I've been given tasks by the computer MODUS to complete. I assume I need to do these as well to finally be able to buy stuff there but I want to make sure I'm not missing a terminal or something in the meantime since the bunker is a little disorienting.

Yes, you need to become a General to access the good bits and do all the dance required for that.

Not that bad though, easily done no worries.

You have to see that storyline to it's end, well the last mission anyway. Which, as Sirius said, means becoming a general in the Enclave.
