wish we had flat roof plots or second floor plots for growing stuff feels so restrictive having to use ground level floors to do it and what would really be the point anyway when you can just put on the ground...
We do have them. The Farmable Dirt Tiles[fallout.fandom.com] (500 bullion, bought from Minerva or from the Settlers with a Friendly reputation) has both a farmable foundation piece as well as the different upper floor tiles (a full tile with a beam down the middle, a half tile, and the quarter tile).
And ground level farmable foundation tiles make it so the ground is completely level, removes the trees/shrubs, and makes it so you can farm anywhere instead of requiring dirt.

I know. I immediately tried. Hoped it worked like the farmable tiles.
I always have my weather station so I never noticed.
