Baa Baa Black Sheep not completing when i download the coordinate data from the terminal

I am doing this questline for the chance to get the fixer plan in the encrypted event but it is simply not working when I did the last part which is "Investigate Sal's Grinders" I go up to Sal's personal terminal and go into the RELAY and then #63 and then I downloaded the coordinates and that's that right? No it did not complete the quest, initially I tried to re log and left that world for another however that didn't help. Then I tried to close the game fully and restart that also did not help. Now anytime I go to the terminal the normal option when it says download coordinates it just says view replies no matter what I do. I have been having this problem for a few days now and I have looked everywhere for help with this but nothing has come up so if anyone can help me at all that would be very appreciated. I also still only have 2/3 for "(optional) find clues about wolf" but since that is optional it shouldn't matter I'm just very confused as to what to do, thanks for reading.

When Nuka World on Tour was released Lewisburg was rearranged. The quest item moved up on to one of the rooves.

It says optional but I don't think it is telling the truth...

That one was such a pain in the butt to finish. The problem is even if you have the quest active it doesn't mark the items with little diamonds until you're right ontop of them. It's the only quest I've seen do that with unmarked items.

Look for holo tapes, and a note. All within Sals. Then it'll finally let you go into the basement. The optional stuff is in the basement. After that you've got 1 shack to go and then it becomes a repeatable quest. It'll award you a fixer for completion.
