For the reason those 2 mods cant be added to the gun , it has to spawn with it
oops forgot to add Keep it if it spawns with a flamer mod even if it doesn't have those other 2 mods
I think they added box mods of those including a bunch of other new ones for the Enclave Plasma Rifle a few months ago.

HOWEVER, As nOv1c3 mentioned, I also wouldn't keep that gun because it's not worth modding it for things like a reflex sight and a stabilized stock, because it's easier to find those two mods, in full guns that either drop from events, or the ones you can purchase.
I've found 6 of them. You can search the Modus Production terminal at WS bunkers for their two rifles. Look at them and make sure they at least have the reflex sight and the stabilized stock. You can also do the Dropped Connection event in Watoga every time it comes up and you may get an EPG/reflex/stabilized stock gun there.
Once you have that gun then you'll need to grind the box mod vendors, I mentioned above, to find your preferred mods. It just depends if you want to run the gun as a flamer, or not.
What everyone is talking about is that another player got this gun, added the aligned flamer barrel, and the prime capacitor, drank about 15 canned coffee, and he was able to kill Earle in around 18 seconds.. I'm not planning on adding the Prime capacitor to mine though..
Bethesda did nerf this gun so that ALL flamer barrels are EXACTLY the same. They all cost 30 VATs, no matter which barrel you have. So an aligned flamer barrel performs exactly the same as the stabilized, or true, etc.
Lastly what can really improve the gun is to increase the durability. So if you find the box mod for the forceful stock, (the precise stock is second best), and you manage to roll legendaries to get breaks less.. You'll have a blast.. (I am..)
The ammo was the balancing act - definitely needed to 'farm' some to keep it on hand.
That's the reason I use gatling plasma/laser instead of plasma/laser rifle, I really love energy rifle but back some updates it was HORRIBLE to craft ammo, now I see almost every enemy drop some ammo back
I wish we could change the color like they did with cremator so I can use purple plasma rifle or even a rainbow one yeah that would be cool

I was able to find them, but once I started putting my EPGs together, I realized that these were my preferred mods, so I also ended up using up most of what I could find. My current EPG setup is the following;

I love the legendary star for weapons break 50% slower for these weapons, as well as changing the stocks to forceful stocks, (precise stock is a runner up). Now for all 3 epgs, I repair them so infrequently, it's crazy. I always check between fights, and many times it's not down to below 100%. Which is way different from my Quad/50crit/Perception Railway, which I have to repair between every fight, but is the gun I use to "announce my presence with authority"..
I've had these weapons for a while, but I'm still learning how to use them because the ideal use is for VATs/Crit DMG. For the flamers though, you need to get close to be within VATs range, and because they are heavy VATs using weapons, you have to watch your AP. So for the longest time I was not using my flamers in VATs at all. Just running up to enemies and waving my flamer at them. However, as insert_food_here pointed out above, the real damage from these weapons is when you are VATs/Critting your enemies.
Once you are, you can melt most opponents in literal seconds. The down side is that for Boss fights I need to be careful running bloodied because it takes a few seconds longer to kill them. I'm figuring it out, and with enough canned coffee/company tea, I'm seeing enemies take incredible damage fast..
My current ammo production involves exclusively using the Ammo Converter to convert Railway Spikes over to Plasma Cartridges. (And of course this would be pretty tough without the Fo1st scrapbox and the collected steel). If I load up the ammo converter with 100k of steel spikes sold, I can have it produce around 1.5k plasma cartridges.
What's great about that is that I'm now saving all of my copper and lead in my stash, and I don't have to use any of it to make any ammo.
