No. The whole point of doing that event is to get the power back on. Without doing it there's no power.

Power up Poseidon (or Monongah, or Thunder Mountain) will give you generator plans if you don’t already know them. It will also provide power to several workshops near in the power plants area. Each connected workshop will have a single power box that can put out 100 power if the plant is online. If the plant is offline, the power box provides 10 power.

You can take the workshop without restoring power, but you'll have to build your own power source to use the fusion core machine

I have done all the power plant quests many times in the past but if i take a workshop these days i just plonk down a fusion generator to power anything i need to power and be done with it. Running the plant to get some free power is nice but very time consuming.
